Creed
Under the Ontario Human Rights Code, discrimination because of creed is against the law. Everyone should have access to the same opportunities and benefits, and be treated with equal dignity and respect, regardless of their creed.
The Code does not define creed, but the courts and tribunals have often referred to religious beliefs and practices. Creed may also include non-religious belief systems that, like religion, substantially influence a person’s identity, worldview and way of life. People who follow a creed, and people who do not, have the right to live in a society that respects pluralism and human rights and the right to follow different creeds.

Human rights and creed: emerging issues (backgrounder)
September 2013 - The OHRC is currently updating its 1996 Policy on creed. The goal is to clarify the OHRC’s interpretation of human rights based on creed under the Ontario Human Rights Code (the Code) and advance human rights understanding and good practice in this area. The update, which began in 2011, will take two to three years to finish. It will involve extensive research and consultation, and will draw on lessons learned from the OHRC’s recent work on the Policy on competing human rights.

Human rights and creed research and consultation report
2013 - The primary aim of this paper is to report on OHRC research and consultation findings and analysis to date on key creed-based human rights issues, options and debates. We hope that this will add further transparency to our creed policy update process, and help to increase general public awareness of creed-based human rights issues. Another goal is to develop a stronger contextual framework for understanding and addressing contemporary creed-based human rights issues.

Summary of human rights and creed survey findings
January 2014 - The survey was open from September 5, 2013 and closed October 16th, 2013. A total of 1,719 persons responded to the survey. Survey questions related primarily to (1) the definition and scope of creed rights under the Code; (2) experiences of discrimination based on creed; and (3) accommodation issues and challenges faced by both accommodation seekers and providers.

Human Rights Project Charter - Windsor
The Windsor Police Service (Service) and the Windsor Police Services Board (Board) for many years have been open to the concerns brought forward by various ethno-racial, cultural and faith organizations and communities. The Board and Service responded with Service-wide change initiatives aimed at protecting and promoting human rights and equity, including the development of a Diversity Statement in August, 2004.
In view of these factors, the Board and Service approached the OHRC proposing a project charter modeled after the Toronto project charter. -
Human Rights Project Charter - OHRC, MCSCS, MGS
August 2011 - The Human Rights Project aims to provide time limited support to MCSCS in its ongoing initiatives aimed at identifying and eliminating any possible discrimination in the employment of MCSCS employees and in the delivery of services by MCSCS. This Project Charter details the agreed upon relationship to be established between the three parties to fulfill these aims. -
Religious rights (fact sheet)
Under the Ontario Human Rights Code, discrimination because of religion (creed) is against the law. Everyone should have access to the same opportunities and benefits, and be treated with equal dignity and respect, regardless of their religion. Religion includes the practices, beliefs and observances that are part of a faith or religion. It does not include personal moral, ethical or political views. Nor does it include religions that promote violence or hate towards others, or that violate criminal law.
