Dear Minister,

Please find attached the submission of the Ontario Human Rights Commission (OHRC) regarding the Ministry of Municipal Affairs and Housing’s proposed amendments to the Provincial Policy Statement (PPS) 2005 on land use planning. The OHRC made an initial submission when your Ministry’s review began in 2010.

We are very pleased to see the Ministry has proposed amendments that would recognize the rights and interests of Aboriginal communities, as well as recognize affordable housing as an important part of the mix that sustains healthy, liveable and safe communities.

At the same time, the proposed amendments are insufficient to address human rights matters that currently permeate land use planning and related litigation. We believe it is critical that protections for human rights and Aboriginal rights are recognized throughout as key matters of provincial interest.
