October 2001- The objective of this paper is to build on the work that the Commission has already done to recognize the complexity of how people experience discrimination. It describes a framework for a contextualized approach to analyzing discrimination in multiple grounds complaints.
Each individual’s experience of his or her family status is profoundly influenced by other aspects of their identify, such as gender, sexual orientation, age, race, marital status, or disability: this was a major theme of the submissions the Commission received. For example, the experience of an aging parent of a child with a disability will differ from that of an Aboriginal single mother in search of housing. A heterosexual married mother seeking career advancement will experience different barriers than a lesbian couple dealing with their children’s schooling.
When child welfare authorities remove children from their caregivers because of concerns about abuse or neglect, it can be traumatic and tragic for everyone involved – children, their families and even their communities. Being admitted into care comes with far-reaching consequences that can have a negative impact on children’s future ability to thrive. It is an unfortunate reality that some children need to be placed in care to keep them safe. But too often, for First Nations, Métis, Inuit, Black and other racialized families, being involved with the child welfare system and having a child removed is fraught with concerns that the system is not meeting their or their children’s needs, is harmful, and may be discriminatory.
