Message from the Chair

I am pleased to have been appointed by the Attorney General to conduct an independent review of the implementation and effectiveness of the amendments to the Human Rights Code. The Code is fundamental to Ontarians and I have a keen interest in ensuring that Ontario’s human rights system is effective, accessible and accountable. My review will include public consultations on the human rights system, after a period of study and planning. I invite all interested members of the public to participate in this review.

The review will be conducted in 3 stages:

  1. I will review relevant human rights legislation, rules, policies, reports, studies and Tribunal decisions and meet with key decision makers in the Ontario human rights system. I will produce a Consultation Paper which identifies key issues and points for discussion.
  2. In late Fall 2011, I will conduct a series of public consultations and receive written and oral submissions in respect of the issues identified in the Consultation paper. Information about the public consultations will be made available on this website which will continue to be updated with information.
  3. In 2012, I will consider all submissions, consultations and material reviewed and draft a report summarizing my findings and making recommendations. I anticipate that my report will be finalized in the Spring of 2012.
